As a licensed child care provider in the State of Illinois, Right At School is proud to accept subsidy payments under the Child Care Assistance Program (CCAP) — and families who qualify for assistance may be able to access our programs at little or no cost!

Subsidy for U-46 Families

How do I know if I qualify for subsidy?
  • Must live in Illinois
  • Be employed and/or going to an eligible educational activity (High school, trade school, undergraduate college…)
  • Have children younger than 13 that need care while you are working or going to school. Children with documented special needs may be eligible up to the age of 19
  • Have family income below allowable limits (see http://www.dhs.state.il.us/page.aspx?item=118832 by family size

When should I apply?

You may submit your application beginning on July 8th, 2024. The state requests families to submit 30-45 days prior to the program start date.

I applied before July 8th and received a denial letter. What should I do now?

If you have applied prior to July 8th and received a denial letter, please go to https://www.rightatschool.com/financial-assistance-and-discounts/ and submit your denial letter under the “submit your approval letter” button. This will alert the RAS team and we will be in touch with more information. We ask that you submit your application again after July 8th. 

What do I do if I don’t qualify/get denied for subsidy?

Unfortunately, it would be out of pocket to the family. You can also see if you qualify for discounts through our website at rightatschool.com/discounts

How do I check on my approval status?
What other documents are required for approval?
  • A Change of Provider form does not require any additional paperwork
  • Your application should be accompanied by the additional documents listed on the first page of the application. These documents will vary depending on your work or school situation.
How long does it take for my application to be approved?

It can take up to 3 months for the application to be approved.

What do I do if my application isn’t approved before the school year starts?

You can register your student and be reimbursed once we receive an approved application from the state.

  • If you have questions regarding your application (how to complete the application or what the status of your application is, redetermination) you will reach out directly to your applicable subsidy agency (contact information below)

Where do I submit my application? (YWCA or Action for Children)
  • If you live in Kane or DuPage county, you’ll submit any paperwork to the YWCA (see below)
  • If you live in Cook county, you’ll submit any paperwork to Illinois Action for Children (see below)
  • Based on home address not school address

Child Care Assistance Program Overview

Who is eligible for child care assistance from the state?
  • Income eligible working families
  • TANF clients engaged in education, training, or other work-related activities approved by their caseworkers
  • Teen parents (under age 20) in elementary or high school, or a GED program
  • Income eligible families in school or training not receiving TANF cash assistance
  • Occupational/vocational training, GED, ABE, ESL, and other below post-secondary education programs have no work requirement for the first 24 months. High school also does not have a work requirement.
Is there a waiting list for child care assistance?
  • No. Anyone who meets the eligibility requirements may receive child care assistance.
How long can I continue to receive child care assistance?

There is no time limit. As long as you are income eligible and need child care to work or participate in an approved activity, you remain eligible. Your Approval Letter will list the first and last months of eligibility, typically approved for 3 or 6 months at a time. Remember to renew your child care case before the approval period ends.

If I receive child care assistance from the State will I still have to pay something?

Yes, the State requires all parents to pay a monthly “co-payment” directly to their provider. The amount is determined by IDHS based on income, family size, and the number of children in care.

How can I find a child care provider?

Call a friendly parent counselor at your local Child Care Resource & Referral Agency (CCR&R) at 1-877-202-4453 (toll-free) for assistance in finding child care for your child. Remember to secure a child care provider before submitting your application.

Will my information be verified?

Yes, information will be verified through various agencies’ databases and internet websites to determine eligibility. Rest assured, the process is designed to ensure accuracy.

Eligibility Criteria

What does “income eligible” mean?

Income eligibility is determined by the combined gross monthly income of all family members. Your family size and composition are taken into account for eligibility assessment.

Must I be the child's parent to qualify for the program?
  • No, legal guardians and other relatives caring for the child are also eligible. Foster parents can also receive assistance.
  • How old can the child be?
    • All children under age 13 are eligible. Older children may qualify under certain circumstances.
Can I receive child care assistance for the time I travel to or from work or school/training?
  • Yes, reasonable travel time to and from child care providers is covered, along with time spent at work or school/training.
What if my work schedule varies?
  • You can submit additional paycheck stubs and relevant information to establish an average work schedule.
What if my child's other parent or stepparent lives in my home?

The other parent or stepparent must also be working or in school/training for you to receive a child care subsidy. Necessary documentation must be provided.

When will I find out if I'm approved for child care assistance?

Approval or denial notifications are typically sent within 30 days of receiving your completed application and required documentation.

When should I send my child to their child care provider and when should the child care provider start care?

Children should not attend child care before approval unless an agreement is in place with the provider. It’s essential to wait for the official notice.

Choosing a Childcare Provider

Does my child care provider have to be licensed?

Certain home child care providers are not required to have a license, but there are regulations to ensure quality care.

Will the State pay relatives to take care of my child?

Yes, relatives can be paid for child care services, but there are guidelines to follow. Ensure clarity on payment expectations with your provider.

Does the State do any kind of background check on child care providers?

Yes, all child care providers must undergo background checks to ensure the safety of children.

Payments

Can my child care provider charge me more than my co-payment amount?

Yes, under certain circumstances, providers may charge additional fees.

How much will the child care provider be paid by the State?

Payment rates depend on various factors. Information regarding rates can be obtained through your local CCR&R.

When will my child care provider get paid?

It may take a few weeks for the provider to receive the first payment, but subsequent payments will arrive monthly. Setting up direct deposit can expedite this process.

How can my child care provider expect to be paid?

Providers have multiple options for payment, including the Illinois Debit MasterCard and direct deposit. Contact your CCR&R for assistance.

How can I or my child care provider check the status of payments?

You can call the IDHS toll-free phone number or visit the State Comptroller’s website for payment information.

If I do not qualify for subsidy, what other discounts can I qualify for with RAS?

Right At School offers the following discounts in the U-46 School District: Free and Reduced Lunch Discount 20% / Military 10% / Sibling 10%

What should I do if my circumstances change?

Notify IDHS promptly of any changes that may affect your eligibility or benefits.

If I am a client or child care provider and I move, will my mail and checks be forwarded?

No, it’s essential to update your address promptly.

How can I verify employment if I am self-employed or cash paid?

Specific documentation is required for self-employed individuals or those paid in cash. Ensure you provide accurate and complete information to avoid delays.
